Brief History

The first phase of construction included the completion of the design building, the first student dormitory, the sports field, and the surrounding campus roads, marking the official establishment of the Taoyuan campus. Simultaneously, the Taoyuan Campus Development Office was disbanded, and an administrative support joint office was set up. The joint office was headed by one director and three division heads—academic affairs, student affairs, and general affairs. Mr. Zhang Shilu served as the director of the joint office and the head of the academic affairs division, Mr. Xu Chongde as the head of the student affairs division, and Mr. Zhao Huafeng as the head of the general affairs division. In February of the same year, the Department of Commercial Design, led by Department Head Professor Zeng Kunming, relocated from the Taipei campus along with 15 classes comprising 900 students.

1994

The Departments of Interior Design and Chinese Literature were officially approved for establishment, with Mr. Lü Lihuang and Professor Chen Dezhao serving as department heads, respectively. To accommodate the increasing student population, a director for the Taoyuan campus was appointed, with Dr. Gao Shaofan taking on the role. The heads of the three divisions—academic affairs, student affairs, and general affairs—were Mr. Lin Jingqing, Mr. Shen Taizhu, and Mr. Gu Jia’an, respectively. The joint office format continued to be used to provide services for both faculty and students.

1994-1995

The Department of Chinese Literature was officially renamed the Department of Applied Chinese Literature, and the Department of Interior Design was renamed the Department of Spatial Design. In September 1995, the Department of Applied English, led by its department head, Dr. Shi Boxian, relocated from the Taipei campus. Additionally, the Department of Product Design was officially approved for establishment, with Dr. Deng Chenglian serving as department head. By then, the student population on the Taoyuan campus had exceeded 1,300.
Dr. Gao Shaofan was reassigned to the position of Dean of Student Affairs, and Dr. Li Xuanqing was appointed as the new director of the Taoyuan campus. Mr. Shen Taizhu and Mr. Gu Jia’an, heads of the student affairs and general affairs divisions, respectively, were transferred back to the Taipei campus. Their positions were filled by Ms. Yang Qihong as the head of the Student Affairs Division and Mr. Chen Hongji as the head of the General Affairs Division.
In October, the Taoyuan campus began providing training for women’s secondary skills under the commission of the Council of Labor Affairs’ Vocational Training Bureau, marking a new era in continuing education.

1995

The second phase of construction, including the completion of the General Building and the second student dormitory, was successfully finished. In September, the Department of Applied Japanese was established, with Dr. Lin Changhe appointed as the department head. Additionally, the Department of Tourism Management, led by its department head, Dr. Li Yihong, relocated from the Taipei campus.
Dr. Lü Lihuang resigned as the department head of the Department of Spatial Design, and Mr. Liang Minggang was appointed as the new head. The Department of Applied English also saw a change in leadership, with Dr. Shen Yinxian taking over as department head.
With these changes, the Taoyuan campus now houses seven departments and 2,300 students. Starting this academic year, in addition to continuing the women’s secondary skills training program commissioned by the Council of Labor Affairs’ Vocational Training Bureau, the campus also began offering youth secondary skills training under the commission of the Youth Development Council. Furthermore, the campus launched continuing education programs for Taoyuan County Community University and on-the-job training classes for staff from the Guishan Township Office.

1996-1997

The Joint Office of the Taoyuan campus was reorganized into the Taoyuan Campus Administrative Center. The three divisions—Academic Affairs, Student Affairs, and General Affairs—were integrated back under the authority of their respective offices: the Office of Academic Affairs, the Office of Student Affairs, and the Office of General Affairs. The role of the head of the Student Affairs Division was assigned to Chief Instructor Shi Juyi as an additional duty.
In October, the Administrative Center Director, Dr. Li Xuanqing, resigned and was succeeded by Dr. Yang Jiankui, the Library Director.

1997

The Departments of Economics and Statistics, led by their respective department heads, Dr. Xie Zhenhuan and Dr. Li Shichang, relocated from the Taipei campus to the Taoyuan campus. With these additions, the campus now has nine departments and a student population of 4,400.
Dr. Yang Jiankui, the Director of the Administrative Center, was reassigned as Dean of Student Affairs. The Administrative Center was reorganized into the Office of Campus Affairs, with Vice President Professor Li Quan concurrently serving as its director. Mr. Zhang Shilu and Mr. Zhao Huafeng were appointed as deputy directors. The head of the General Affairs Division, Mr. Chen Hongji, was transferred back to the Taipei campus and succeeded by Mr. Zhan Shijian.
In November of the same year, the third-phase construction projects, including the library and gymnasium, were completed and put into use.

1998

On February 1, the university president retired, and the vice president assumed the role of president. The Office of Campus Affairs underwent a personnel restructuring and was renamed the Office of Administration. Professor Lin Jincai was appointed as the director, with Mr. Zhao Huafeng serving as the deputy director.

1999

The Department of Spatial Design was renamed the Department of Architecture. In August of the same year, the College of Information, led by Dean He Zufeng, relocated from the Taipei campus to the Taoyuan campus. It included the Department of Information Management, the Department of Information and Communication Engineering, and the Graduate Institute of Information Management, with a total of approximately 1,000 students. This brought the total student population of the Taoyuan campus to over 6,000.
The College of Design established the Graduate Institute of Design Management, with Director Deng Chenglian concurrently serving as its head. The Department of Economics established the Graduate Institute of Economics, with Director Xie Zhenhuan also serving as its head.
In 1999, the General Affairs Division saw a change in leadership as Division Head Zhan left for further studies in the United Kingdom, and Mr. Chen Hongji was reassigned to take over the position.

1999-2000

The Ministry of Education approved the establishment of the College of Tourism at the Taoyuan campus. It included the Department of Tourism, the Department of Leisure and Recreation Management, and the Department of Culinary Management. These departments adopted a system where students in their first and second years were not divided by department, making it the first College of Tourism in the country.
In September, Director Lin Jincai was seconded to Yuanpei Institute of Technology to serve as president, and his position was taken over by Professor Huang Jiansen. The Head of the Academic Affairs Division was reassigned to Vice Director of Academic Affairs, Dr. Li Shichang, who took on the role concurrently. A new appointment was made for Director Jiang Biao to concurrently serve as the head of the Student Affairs Division.

2000

Director of Administration, Professor Huang Jiansen, was reassigned as the Head of the Department of Economics and concurrently served as the Director of the Art Center. Dr. Lin Changhe, previously the Head of the Department of Applied Japanese, was appointed as the new Director of Administration. The Deputy Director role was taken over by Associate Professor Chen Kechen from the Department of Statistics, and Mr. Gu Jia’an was appointed as the new Head of the General Affairs Division.

2001

The completion of the Technology Building marked significant expansion at the Taoyuan campus, with the addition of four new departments: the Department of Medical Information and Management, the Department of Computer and Communication, the Department of Electronic Engineering, and the Department of Biotechnology. Additionally, the Department of Applied Statistics was renamed the Department of Applied Statistics and Information Science, and the Department of Information Science was renamed the Department of Computer Science and Engineering.
The Department of Architecture established the Graduate Institute of Media and Spatial Design, with Department Head Dr. Xu Zhewen concurrently serving as the institute’s director. Dr. He Zufeng, the Dean of the College of Information, was reassigned as the Director of the Library, and his position was taken over by Dr. Chen Zhennan, the former Library Director.
In the second semester of the 2002-2003 academic year, the campus established the International College, which began offering courses to international students at the Taoyuan campus. The role of Dean was assumed by Mr. Li Shichang, the former Vice Director of Academic Affairs and the Taoyuan Academic Affairs Division Head. Ms. Yang Qihong, formerly Secretary of the Taoyuan Administrative Office, was reassigned as the Head of the Taoyuan Academic Affairs Division.
In June 2003, a Public Relations Office was established in the administrative structure, with Mr. Wang Jiahua appointed as its director.

2002

The Social Sciences Building at the Chenggong Campus was completed and put into use. The Chenggong Campus, acquired by the university ten years ago through negotiations with the private Chenggong Industrial and Commercial School, included the land and buildings connecting the two campuses. After a decade of property transfer procedures, the university began renovating the campus facilities before the summer break to align with its goal of e-learning integration.
The Chenggong Campus features a Joint Office, with Mr. Chen Hongji serving as the Head of the Chenggong Administration Division. Additionally, a health center was established, along with two new departments and two graduate programs: the Department of Educational Psychology and Counseling, the Department of Public Affairs, the Master’s Program in Accounting, and the Master’s Program in Risk and Insurance.
Furthermore, the International Affairs Institute was established, with Dr. Gao Shaofan as its director, and the Department of Urban Planning and Disaster Prevention was founded, led by Dr. Hong Qidong as the department head. In the same year, the Department of Audiovisual Media Design was renamed the Department of Digital Media Design. The International College was renamed the College of International Students, with Dr. Gao Shaofan appointed as its dean and Dr. Zhou Wanqing as vice dean and head of the International Education and Exchange Division.
The campus student population reached 8,306. In October 2003, Mr. Wang Zhili was appointed Acting Deputy Director of Academic Affairs and concurrently Head of the Academic Affairs Division. During the second semester of the 2003-2004 academic year, the Office of International Education and Exchange was relocated from the Taipei campus to the fifth floor of the library at the Taoyuan campus.

2003

To strengthen the connection between the Chenggong Campus and the Taoyuan Campus and to integrate resources from both campuses, adjustments were made to certain personnel assignments. Deputy Director of Administration, Dr. Chen Kechen, was appointed to concurrently serve as the Head of the Chenggong Administrative Division. Mr. Chen Hongji was reassigned as the Head of the Evening Administrative Division, while Mr. Liu Dezhi was appointed as the new Head of the General Affairs Division. The acting Head of the General Affairs Division, Mr. Gu Jia’an, returned to the Taipei campus to serve in the General Affairs Division’s Operations Unit.
In September of the same year, the newly constructed “Comprehensive Teaching Building” was completed. The original Comprehensive Teaching Building, designated as Building P, was renamed the “Tourism and Language Building” to better reflect its current usage.
Additionally, the Master’s Program in Risk Management and Insurance and the Master’s Program in Applied Statistics and Information Science were established. The latter was spun off from the original Risk Management and Statistical Information Institute into an independent department.

2004

On February 1, Dr. Xu Zhewen, Head of the Department of Architecture, was appointed as the Director of the Taoyuan Campus Administrative Office. The former director, Dr. Lin Changhe, returned to focus solely on his role as the Head of the Department of Applied Japanese.
To better serve faculty and students, the “Guishan Ming Chuan Postal Agency” was established on February 17 at the entrance of the commercial street beneath the Third Student Dormitory. Initially, the agency offered services such as mailing, receiving letters, parcel delivery, and selling stamps, but did not yet provide financial or savings functions. The operating hours were set from 10:00 AM to 8:00 PM.

2005

Deputy Director of Administration, Dr. Chen Kechen, resigned from his concurrent role as Head of the Chenggong Administrative Division. The vacancy was filled by Mr. Liu Renji, a retired Chief Instructor and former Deputy Dean of Student Affairs, who assumed the position full-time.
During this academic year, the Department of Educational Psychology and Counseling was renamed the Department of Educational Psychology and Counseling, and the Department of Medical Information and Management was renamed the Department of Healthcare Information and Management. The student population across the campuses exceeded 9,000.
In September of the same year, the second sports complex at the Chenggong Campus was completed, providing students with additional recreational and activity spaces.

2005-2006

The Head of the Student Affairs Division, Jiang Biao, was reassigned to the Office of Student Affairs and succeeded by Zhang Shunhua. In the same year, the campus established three new programs: the Department of Teaching Chinese as a Second Language, the Department of Biomedical Engineering, and the International Electronics Engineering Program, bringing the total student population to over 9,400.
Additionally, the construction of the Second Comprehensive Teaching Building, located behind Building P, was completed at the end of January 2007.

2006-2007

The International Dormitory, a green building located beside the side gate of the campus, was officially completed and put into use. In the same year, the Department of Safety Management was established in August.
Mr. Liu Renji, the Head of the General Affairs Division, resigned and was succeeded by Mr. Lin Youzheng from the Construction and Maintenance Division. In November, Ms. Fan Yijun, Head of the Chenggong Administrative Division, was reassigned to the Student Assistance Division, and the role was taken over by retired Colonel Zhou Xingwen, a former Political Warfare Director. Additionally, Ms. Huang Minling, Secretary of the Taoyuan Administrative Office, was reassigned to serve as Secretary of the College of Social Sciences, and Ms. Chen Jinmei, a teaching assistant from the Department of Economics, was appointed as her successor.
To optimize resource integration and enhance the teaching and learning environment, the Office of Teaching and Learning Resources was officially established in October, located in Room CC206 of the Information and Network Building. By the 2007-2008 academic year, the campus student population had reached 10,000.
Moreover, the International Conference Hall, located on the basement level of the International Dormitory, was completed and inaugurated in February 2008.

2007

Teaching Kitchen (P110) at Tourism and Languages Building at Taoyuan Campus was opened up using on March 2008.
On April of the same year, Golf, Paintball, Archery Courts which is behind Comprehensive Teaching Building (EE Building) was built up and started using.
Flight Service Simulation Room (P312) has established on November 2008. Ms. Yi-Jun Chen, the secretary of Taoyuan Campus Administration Division, was transferred to President’s Office on June. The job vacancy was filled by Ms. Hui-Mei Chou, who was an Administrative Affairs Division Senior Clerk. Mr. Chih-Li Wang was transferred from Taoyuan Academic Affairs Section to Graduate School of Communications Management as a director on July. The vacant position was filled by Dr. Shou-Chuan Lai, who was a full-time professor in Information and Telecommunications Engineering Department.
On November, the chief of Taoyuan Student Affairs Section, Mr. Shun-Hua Chang, was transferred to other university as general drillmaster; in order to improve the quality of fine service, enhance the efficiency of team working, and establish a full alternate system, Mr. Te-Chih Liou, who was the chief of Taoyuan Evening Class Administration Section, served the post of the chief of Taoyuan Student Affairs Section. Mr. Hsing-Wen Chou transferred from Chengkung Campus Administration Section to Taoyuan General Affairs Section; Mr. Yow-Jeng Lin transferred from General Affairs Section to Evening Class Administration Section, and served in Chengkung Campus Administration Section as a second job.
Teaching and Learning Resources Center (CC206) was moved to International Dormitory (FF204) in October 2008. Teaching and Learning Resources Center continued to provide high quality service in teaching and learning area. In the academic year of 2008, there are 10,500 students in Taoyuan Campus (Overseas youth vocational training school and exchanged students are not included.).

2008

Academia-Industry Innovation Center was established in Tourism and Languages Building in March, 2009. It helped improving the reputation of Ming Chuan University and raising the competing ability of students. In response to environmental consciousness, a supervisory control apparatus was built up in April, 2009.
At the same year, Taoyuan offices of General Education Center and Ming Chuan Weekly were established in the first floor of Tourism and Languages Building in August. The construction of Golf、Paintball、Archery Courts was completed in September. In the academic year of 2009, Graduate School of Education moved from Taipei campus to Tourism and Languages Building (P107-1) of Taoyuan campus.
The supervisory control apparatus was continuing built up in October. In the academic year of 2009, there are 11,000 students in Taoyuan Campus (Overseas youth vocational training school and exchanged students are not included.).

2009

In March 2010, “Chengkung Stairway” next to the main entrance was officially started using. It could lead to Chengkung Campus directly. There were totally 145 stairs and hopefully it could shorten the route between the main entrance to Chengkung Campus. Also, students and faculty might enjoy the scenery of Gueishan Township along the way. “Chengkung Stairway” was a convenient facility in Taoyuan Campus. In August of the same year, Dr. Ker-Chang Chen, Deputy Executive Director of Taoyuan Campus Administration Division, was on sabbatical leave for 2010 to 2011 academic year.
The job vacancy was acted by Dr. Ching-Hui Chang, professor in Applied Statistics and Information Science Department. In October, in order to promote and fulfill exchanging cross-strait culture, “MCU Cross-Strait Cultural Exchange Center” was officially established on the basement of Tourism and Languages Building. In November, Mr. Yow-Jeng Lin, the Section Chief of Taoyuan Evening Class and Chengkung Campus Administration Section, was transferred to Construction and Buildings Section of General Affairs Division.
The affairs of Taoyuan Evening Class Administration were truly important; therefore, the job vacancy was acted by Mr. Chih-Yung Ling, who was a campus security staff in Chengkung Campus Administration Section. Due to Mr. Shuh-Chung Chang, the Lieutenant colonel and drillmaster in Taoyuan Student Affairs Section was promoted to colonel and drillmaster on January 1, 2011; he served as Section Chief of Taoyuan Student Affairs Section started from February 1, 2011.
In order to improve the quality of fine service, enhance the efficiency of team working, and establish a full alternate system, Mr. Te-Chih Liou, who was the section chief of Taoyuan Student Affairs Section, served the post of the section chief of Taoyuan Evening Class and Chengkung Campus Administration Section.
Mr. Chih-Yung Ling was get back to campus security staff in Chengkung Campus Administration Section. In the academic year of 2010, the number of students was growing constantly and persistently. There are 11,265 students in Taoyuan Campus, including 10,715 undergraduate students and 550 graduate students.

2010

In January 2011, in commemoration of the 100th National Day of Taiwan and the great contributions of Dr. Sun, Yet-Sen in founding the first democratic republic in Asia – Taiwan, the Republic of China – his granddaughter, Mrs. Sun, Sui-Fang presented a bronze statue of Dr. Sun, Yet-Sen to the university. This statue is situated in the Ming Garden plaza on Taoyuan campus.
In April 2011, in recognition of Mr. Liu, Ming-Chuan’s active development of Taiwan (the first Governor in Taiwan), “Liu Ming-Chuan Memorial Garden” was established in front of the Comprehensive Teaching Building. A bronze statue of Mr. Liu was personally presented by the Governor of An-Hui Province, Mainland China, and set up in the garden. Meanwhile, so as to enhance our academic interaction with An-Hui Province, the hometown of Mr. Liu, Ming-Chuan, we cooperated with An-Hui Government to establish the “An-Hui Education Center” on the 4th floor of Comprehensive Teaching Building.
In August 2011, Dr. Ching-Hui Chang concluded his role as acting Deputy Executive Director of Taoyuan Campus Administration Division and Dr. Ker-Chang Chen resumed his duties in this position following his 2010-11 AY sabbatical leave.
In October 2011, the International Village construction project was officially launched right after its approval by the government authority; the expected date of completion is July 2012. In the same month, Mr. Te-Chih Liu retired from his positions as Section Chief of Taoyuan Evening Class Administration Section and Chengkung Campus Administration Section. Mr. Hsing-Wen Chou has succeeded him in these positions according to the job rotation system of Taoyuan Campus Administration Division. Also, full-time associate professor of Physical Education Office, Mr. San-Chuan Cheng began serving as Section Chief of Taoyuan General Affairs Section.
In 2011-12 academic year, there has been a steady growth in the number of students on Taoyuan campus. Currently, 11,427 students are matriculating toward a degree at MCU on Taoyuan Campus, comprising 10,746 undergraduate and 681 graduate students.

2011

In September 2012, Mr. Hsing-Wen Chou concluded his role as Section Chief of Chengkung Administration Section. Mr. Yow-Jeng Lin transferred from Construction and Buildings Section of General Affairs Section to Chengkung Administration Section.
In December 2012, Taoyuan Campus obtained a license for the second stage development project. Total area to be developed is 3.4 hectares. In 2012-13 academic year, 11,163 students are matriculating toward a degree at MCU on Taoyuan Campus, comprising 10,459 undergraduate and 704 graduate students.

2012

In February 2013, in accord with the overall campus plan, the Graduate School of Education moved from first floor to fifth floor (P503 and P504) in Tourism and Languages Building.
In March 2013, in order to provide more professional classrooms and spaces for Overseas Youth Vocational Training School Baking and Pastry Arts students, Taoyuan Campus Bakery Teaching Kitchen was unveiled in the Tourism and Languages Building (P107).
Effective August 1, 2013, Dr. Jer-Wen Hsu was appointed as Dean of General Affairs Division, and continues to serve as Executive Director of Taoyuan Campus Administration Division. Dr. San-Chuan Cheng resigned from his administrative position as the Section Chief of the Taoyuan General Affairs Section due to his own career plans. Effective August 1, 2013, Mr. Hsing-Wen Chou was appointed as the Section Chief of the Taoyuan General Affairs Section. Mr. Yung-Biou Wen was appointed as the Section Chief of the Taoyuan Evening Class Administration Section.
In October 2013, Teaching Chinese as a Second Language Department and Mandarin Studies and Culture Center moved from Ying-Chao Memorial Library fifth floor to Tourism and Languages Building fifth floor.
In November 2013, Mr. Yung-Biou Wen was named as the Section Chief and Specialist of Operations Section, General Affairs Division.
Effective December 16, 2013, Ms. Ling-Shiuan Chen was appointed as the Section Chief and Specialist of Taoyuan Evening Class Administration Section, Taoyuan Campus Administration Division. International College and International Education and Exchange Division moved from Ying-Chao Memorial Library fifth floor to International Dormitory second floor.
In December 2013, English Language Center moved from Information Network Building second floor to Ying-Chao Memorial Library fifth floor. Teacher Education Center moved from Ying-Chao Memorial Library fifth floor to Tourism and Languages Building fifth floor.
In January 2014, Teaching and Learning Resources Center moved from International Dormitory second floor to Information Network Building second floor (CC205). The Center continues to provide excellent teaching and learning services. In 2013-14 academic year, 11,265 students are matriculating toward a degree at MCU on Taoyuan Campus, comprised of 10,672 undergraduate and 593 graduate students.

2013

Chengkung Campus Administration Section was renamed as “Chengkung Administration and Energy Management Section” on May 1, 2014 to focus on economizing on water and electricity use and sharing experiences with other MCU locations.
In June 2014, MCU was granted a 10 million NTD promotion subsidy for “2014 Energy-saving performance-guarantee Projects Demonstration” from Bureau of Energy, Ministry of Economic Affairs. The improvement priorities are the heat pump system in the First and Second Dormitories, and the LED street lamps on the Taoyuan Campus. The heat pump system and street lamps are all included in the Energy Management System for better understanding of campus usage of energy.
At the end of August 2014, a porch outside the 3rd floor of First Gymnasium was completed to enhance the campus environment. Faculty, staff and students may feel more affection toward the University through enjoyment of learning and leisure spaces.
In 2014-15 academic year, 10,804 undergraduate and 567 graduate students, for a total of 11,371 students, are matriculating toward a degree at MCU on Taoyuan Campus.

2014

In January 2015, Taoyuan campus continued to focus on energy economies by converting street lights around campus to light emitting diode (LED) lamps.
In April 2015, Taoyuan campus updated the reservoir which is located in the student underground parking garage.
In July 2015, boiler hot-water supply system in Dormitory I and II were changed to a heat pump system.
In December 2015, in accord with the overall campus plan and future development goals, the International Education and Exchange Division and Mainland China Education and Exchange Division moved from International Dormitory to the administrative hub on first floor of Ying-Chao Memorial Library. To provide overseas students with caring, efficient, and convenient quality service, they joined Cross-Strait and Overseas Student Institute to form a joint operations office. Mr. Hsing-Wen Chou was transferred to be Section Chief of Mainland China Exchange Section, Mainland China Education and Exchange Division, and Mr. Chin-Peng Huang was promoted as the Section Chief of Taoyuan General Affairs Section, Taoyuan Campus Administration Division.
In the 2015-16 academic year, 11,287 students are matriculating toward a degree at MCU on Taoyuan Campus, comprising 10,790 undergraduate and 497 graduate students.

2015

In March 2016, Fermentation Lab of Biotechnology Department was reconstructed to be the Biotechnology Lab. In order to comply with food good manufacturing practices (GMPs) standard, the Lab is equipped with a heat treatment and drying room. The Biotechnology Lab provides space for teaching, researching, processing and practicing.
In August, the Economics and Banking Department and the Applied Statistics and Information Science Department were transferred from the School of Management to the School of Social Sciences, effective from the 2nd semester of 2015-16. In line with the above adjustment, Management Building on Taoyuan campus has been renamed as Social Sciences Building II. In addition, the elevator on the right side of the Design Building was renewed in order to safeguard the safety of all faculty and staff members, and students.
As of September 2016, the following on-campus projects were completed during the summer break: (1) The outdoor basketball court was renovated with 2 full courts and 2 half courts for basketball, and 3 courts for volleyball. (2) New construction of a water reservoir was completed on the platform of the outdoor basketball court near the 1st dormitory to ensure sufficient water for residents’ use. (3) Renovated Food Service Facility II to increase the seats and established one accessible elevator for faculty members and students. (4) Established Air-conditioner Monitoring Systems in Social Sciences Building II, Information Building and Technology Building to implement power management in accordance with the course schedule. In November 2016, the roof of the First Gymnasium was replaced with 0.8mm PTFE (Poly Tetra Fluoro Ethylene) membrane. In December 2016, construction of a woodball court was completed on the third floor.
In academic year 2016-17, 11,519 students are matriculating toward a degree at MCU on Taoyuan Campus, comprising 10,989 undergraduate and 530 graduate students.

In March 2017, Board of Directors set up a pillar commemorating MCU 60 th Anniversary Celebration in Liu Ming-Chuan Memorial Garden. This pillar honors the tireless work in education by Dr. Ying-Chao Lee and Founder Pao and all MCU colleagues, recording the start of their careers from humble origins. The third Teaching Kitchen was established in the first floor at Tourism and Languages Building. As more and more students take public transportation to school, an additional bus stop was set up at the first and third dormitory. At the same time, the bitumen roadway and the ditch to the right side of the main entrance were repaired.
In July 2017, to accommodate the Taipei 2017 Universiade, the 400 meter track was changed to a rubber surface conforming to standards of the International Association of Athletics Federations.
In August 2017, establishment of the School of Financial Technology was approved by Ministry of Education, effective from the 2017-18 AY. Thus, starting from 2017-18 AY (August 1, 2017), Social Science Building II on Taoyuan Campus was renamed to Financial Technology Building.
In October 2017, Virtual Reality Research Center was built in the first floor of the Design Building to enhance study effectiveness and professional skills. To improve energy conservation, circulating fans were added to e-Classrooms of EE and S buildings.
In academic year 2017-18, 11,445 students are matriculating toward a degree at MCU on Taoyuan Campus, comprising 10,912 undergraduate and 533 graduate students.

In January 2018, the left-hand elevators of Design Building and Men’s Dormitory were replaced. In February 2018, improvement of marble paving at Ming Garden and Technology Building was completed.
In March 2018, to coordinate with Competitive Projects proposed by each School and department, Dr. Jeanne Lee, the Associate Dean of School of Design, planned and designed Maker Professional Lab and Information Technology Innovation Lab for School of Information Technology and VR Leisure Travel Lab for School of Tourism, etc.

2018

In May 2018, Mr. Tien-Cheng Cheng was transferred to be Section Chief of Taoyuan Student Affairs Section. During June to September 2018, in order to provide a better dining environment, we finished landscaping design for Taoyuan First Restaurant environment.
In September 2018, in order to offer excellent Japanese learning environment, the Japanese Culture Classroom (P305) was renovated as “Ming Chuan Sado Classroom.” As a standard Kyoto-style tearoom space, students can learn more about Japanese culture through the Ming Chuan Sado Classroom. Also in September 2018, a Studio (M208) in Digital Media Design Department and an IT Creative Lab (S206) in Computer Science and Information Engineering Department were established.

2018-2019

In December 2018, an Intelligent Classroom (BB301) in School of Social Sciences was completed.
To cooperate with energy conservation policy, the project from last year was extended to complete installation of energy saving fans in regular classrooms of BB and CC buildings, and in administrative and faculty offices of Q, R, S, AA buildings.
In addition, for this academic year, the effort to be awarded subsidy for energy savings was once again successful. MCU was awarded separate subsidies of NT$1,100,000 and NT$2,143,000 to support the aim of smart energy saving university campuses.
In 2018-19 academic year, Animation and Comic Creative Industries Design Program in School of Design and Finance Technology Applications Program in School of Financial Technology were added to the degree offerings on Taoyuan Campus. For this academic year of 2018-19, 11,552 students are matriculating toward a degree at MCU on Taoyuan Campus, comprising 10,859 undergraduate and 693 graduate students.

2018-2019

In February 2019, Chengkung Road was repaired and power equipment for Taoyuan Campus was replaced through an Intelligent Electricity Use Project subsidized by the Ministry of Economic Affairs. Also, the central air conditioning system was completed in the Design Building and EE Building was changed to complete LED lighting.
In April 2019, a British Tea Culture Classroom (P405) was established in Applied English Department. In addition, window air conditioners were replaced in Student Dormitories I, II, and III. Moreover, a maintenance project for the huge billboards along International Walkway was completed.
In August 2019, a payment card-activated split air conditioning system was installed in student club offices on the second and fourth floors in First Gymnasium. The replacement of window air conditioners was completed in M and P buildings, while all lighting in Q, R, and CC buildings was replaced with LED.
Also in August 2019, in order to provide a more comfortable environment, all restrooms on the first floor of Ying-Chao Memorial Library & Administration Offices were rebuilt. Wood drafting tables in M309 & M409 and wooden chair-desks in 14 regular classrooms were replaced.
In October 2019, LED lighting was installed in M and P buildings, as well as Student Dormitories I and II. In addition, the elevator in Student Dormitory 2 was replaced.
For this academic year of 2019-20, 11,507 students are matriculating toward a degree at MCU on Taoyuan Campus, comprising 10,738 undergraduate and 769 graduate students.

In February 2020, painting of Dormitory I dorm rooms and balcony ceiling in public area was finished.
During February to October, we finished a barrier-free facility improvement project, including sidewalk paving from Restaurant II to Technology Building, restrooms for disabled on the first to the fifth floors in Information Technology Building, the adjustment of the ramped entry on sidewalk, toilet grab bars and emergency buttons in Dormitory I and II barrier-free rooms, and elevated floor in professional classrooms.
During May to October, we received financial assistance from the Ministry of Education in the Smart Buildings and Reduced Carbon Emissions Campus Project to establish a heat pump system and monitored control system in Dormitory III.
In September, we received a subsidy from the Ministry of Education and upgraded the barrier-free elevator on the right hand side of Dormitory II.
That same month, the steel structure maintenance painting project was completed for the Design Building, the left-hand side elevator in Tourism and Languages Building was renovated and the Animation and Comic Creative Industries Design Program Office was established on the second floor of Design Building.
In November, Indigenous Students’ Resource Center was established I in classroom 403-1 on the fourth floor of Comprehensive Teaching Building.
For this academic year of 2020-21, 11,436 students are matriculating toward a degree at MCU on Taoyuan Campus, comprising 10,656 undergraduate and 780 graduate students.

In September 2021, Ms. Ling-Shiuan Chen was transferred to be Section Chief of Operations Section, General Affairs Division, and Mr. Yung-Biou Wen was transferred to be Section Chief of Evening Class Administration Section, Taoyuan Campus Administration Division.
That same month, the Air-cooled Water Chiller Unit in Taoyuan Second Restaurant was upgraded to an Energy-saving Water Chiller Unit. The heat-pump system in International Dormitory was replaced with a new one.
In October 2021, the 137-stair Chengkung Wooden Walkway to the right of the main entrance (opposite of Student Motorcycle Parking Lot) was rebuilt and officially re-opened. It is a safe and convenient sidewalk for faculty and staff members, and students between Taoyuan Campus and Chengkung area. The main structure is composed of steel, while the railing and grating are made from plastic boards. There are street lamps and LED strips on both sides. Almost five million dollars was invested in this to help faculty, staff and students feel safe and bright while walking on campus.
In November 2021, a central control fire detection system was completed in each building through the Smart Switchboard Project in order to improve campus safety.
For the 2021-22 academic year, there are 279 class cohorts (204 undergraduate and 72 graduate) totaling 11,660 students matriculating toward a degree at MCU on Taoyuan Campus, comprising 10,803 undergraduate and 857 graduate students.

In August 2022, the outdoor basketball court surface renovation project on Taoyuan Campus was completed; in the same month, the heat-pump system in International Dormitory was replaced with a new one. In September, the space integration project and the improvement of the external air ventilation system of the Liu, Ming-Chuan Memorial Hall and the Cross-Strait Research Center in the basement of the Tourism and Language Building were completed. On October 1 of the same year, Yang, Jui-Lien, Dean of Student Affairs, was appointed to also serve as the Executive Director of Taoyuan Campus Administration Division. Hsu, Jer-Wen continues to serve as the Dean of General Affairs Division. On December 1 of the same year, Huang, Chin-Peng, the Section Chief of Taoyuan General Affairs Section, resigned, and Tsao, Tao-Tung, a Campus Security Staff Member in the Military Training Office of Student Affairs Division, was promoted to serve as the Section Chief of Taoyuan General Affairs Section.
For the 2022-23 academic year, there are 272 class cohorts (204 undergraduate and 68 graduate) comprising 11,245 students matriculating toward degrees at MCU on Taoyuan Campus (10,328 undergraduate and 917 graduate students).

Ming Chuan University Taoyuan Campus aims to provide a safe, comfortable and high-quality campus environment for all faculty members, staff members and students. In February 2023, Dr. Yang, Jui-Lien was appointed as the Executive Director of Taoyuan Campus Administration Division, Section Chief Lin, Yow-Jeng was promoted as Director of Environmental Protection, Occupational Safety and Hygiene Center, and Mr. Tang, Shih-Chun was promoted as Section Chief of Chengkung Administration and Energy Management Section. Following the campus rearrangement, Section Chief Wen, Yung-Biou was appointed as Section Chief of General Services Section from Environmental Protection, Occupational Safety and Hygiene Center, also in February. Campus roadway renovation was completed in March; Taoyuan Campus Football Field light fixture replacement in May; Social Science Building (2nd and 3rd Floor of BB Building) protective railing replacement in July. In September, Section Chief of Taoyuan General Affairs Section Tsao, Tao-Tung was appointed as Section Chief of Overseas and Mainland Chinese Students Service Section and Mr. Wu, Sheng-Lung was appointed as Section Chief of Taoyuan General Affairs Section. In September, the following campus renovations were completed: walkway leveling of Gymnasium I (R Building), wooden platform renovation on the southwest side of Ming Garden, wall refurbishment on both sides of the lobby in the Tourism and Languages Building (P Building), and elevator cable replacement in the Technology Building (AA Building), Financial Technology Building (S Building), and right side of Dormitory III. In October, elevator cable replacement was completed for both sides of the Design Building (M Building).
For the 2023-24 academic year, there are 273 class cohorts (205 undergraduate and 68 graduate) comprising 10,599 students matriculating toward degrees at MCU on Taoyuan Campus (9,704 undergraduate and 895 graduate students).

In March 2024, the hot water boiler replacement project for Dormitory I & II was completed. In April, the former Section Chief of the Chengkung Administration and Energy Management Section resigned, and Senior Clerk, Mr. Tung, Sheng-Hsin, was promoted as the Section Chief. In September, the protective railings on the roof of the Information Network Building were replaced, and the Automatic Transfer Switch (ATS) equipment in the library building’s high-voltage machine room was updated. In October, the fire protection pipeline replacement project on the Design Building’s roof, campus road surface renewal project, and the replacement of high-voltage vacuum circuit breakers (VCB) at the Gymnasium II substation were completed, aiming to provide a high-quality and safe campus environment for all faculty, staff, and students.
For the 2024-25 academic year, there are 275 class cohorts (206 undergraduate and 69 graduate) comprising 10,326 students matriculating toward degrees at MCU on Taoyuan Campus (9,485 undergraduate and 841 graduate students).

2024

On February 1, 2025, Professor Yang, Jui-Lien, the former Executive Director of the Division, retired. Associate Professor Ting, Tsui-Ling was named as the new Executive Director.
